  • Should we discontinue the Trophy and pay out the winner the equivalent amount?

Holdout note: NFL franchises are often crippled due to a player’s demands for a raise while still under contract but most fantasy franchises never have to deal with such a dilemma. Adding “The Holdout Rule” will force owners to make the same tough choices as NFL GMs.

 

All you have to do is write the names of the highest scoring player(s) at every position from the prior season on pieces of paper and drop them into a hat. Then drop in an equal number of pieces (or more) with no name on them. Have the league champion from the year before draw a single piece of paper and the name drawn becomes the holdout for that off-season. If a blank piece is drawn, there isn’t a holdout that year and everybody can breathe easy.


In the event there is a holdout, the rule would state the player is demanding a contract equal to the largest deal at his position.

The owner who has the player can decide immediately to cave to the player’s demands, give the player a raise and keep him active, or he can choose to let the player holdout and not use him until he reports to the team.

 

If the owner chooses to let the player holdout, the numbers one through fourteen are written on pieces of paper and dropped into the same hat. After the draft is complete, the owner of the holdout draws out a number and that decides what week the player will give up on his demands for a new contract and be eligible to play for his fantasy team again. Of course, the owner will have the opportunity to give in to the player at any time after the first week of the NFL season, as long as they have the salary cap space.

  • The Anti-Playoffs were ratified. To keep league interest to the end, the Retard, ChampionshiT, and Butt Bowl will take place at the same time as the regular season. The Losers will continue to “advance” to the end of the line and receive the Butt Bowl pins in commemoration of the event.
  • The Heismann Penis will begin as an award in 1996. A Head of the Heismann Penis Commission will be responsible for the collection and examination of all the Heismann Penis submissions. Any “cocky” material is sent to Joseph for consideration. He is responsible for the award in whatever form it takes.
  • A New Rule to govern pickups has been established. With complaints that the scorers have an unfair advantage on picking players, the League adopted a Freeze on Dropped Players. This freeze exists from the time the player is dropped to the following Tuesday at 6 pm, when the transaction week begins. The scorers are responsible for collecting, organizing, and sending out the week’s drops. This information should be sent out in Email. Teams not in contact with the league through email must get in touch at their convenience.

  • Official League Name established. The League decided on “Spuyten Duyvil FFL.”
  • Post Season Overtime has been amended. A comparison of the backup player order will be used to break the tie. The order is K – QB -WR – RB. Teams must designate their hierarchy if they have more than one player qualifying for a position. This designation must come from their lineup.
  • The Heisman Penis Award had its name officially changed to “Derrick Gainer Heismann Penis Award.”
  • Official trade deadline for the Off-season is May 1st. Any trade before that date will not be binding upon the Draft. Meaning that no players traded therein have to be held over. Trades after that date hold to the old rules.
  • Playoff Rosters were clarified: A player signed for an injury in the post season may not be held over into the next year. In addition, the player substitution must be positional. For example, an injured quarterback can only be replaced with a  quarterback.
  • Transaction times: The weekly lineup deadline has been set at Saturdays at 9pm, or 9pm the night before the first game of the week. That would take into account the Thursday night games etc. The transaction week will begin on Tuesday nights at 9 pm.

  • Week 11 Transaction Embargo clarified. Last 3 weeks of the season there are no transactions, unless brought about by injury. The Embargo becomes effective as the lineups for Week 10 go into effect.
  • Transaction Official created to avoid disputes in the signing, dropping, or trading of players. A centralized mediator of player movement was the best way to guarantee this.
  • Player Position Amendment added to curb the abuse of players who serve as multi-position players from time to time. For drafting purposes, a player may be selected for any position that he is listed as fulfilling, provided that 2 preseason football publications have the information in them. As of the first week, the player’s eligible position is determined by the official website of the NFL team to which he belongs. Should no website exist, the player’s position will correspond to that listed on the official NFL site (NFL.com).

  • Week 1-3 and 12-14 Embargo abolished. Transactions will now proceed as normal. The restriction on eliminated teams still applies.
  • A League “Arbitrator” position has been created to advertise and co-ordinate trades between franchises. Duties still somewhat debatable.
  • Season Ending Tiebreakers modified to read: Head to Head, Total Points, Conference Record.

  • The purchase of a “Tidy Bowl” was ratified for the Super Bowl Party.
  • The La. Lobsters had their name ratified.
  • The proposal to add an email protocol to the Charter was altered. It is offered as an official suggestion that teams use the subject line of their email to include their team name, the week number, and the nature of the message.
  • The Overtime Provision of the Charter was amended. Now playoff rosters must be delivered with a ranking of players. The order will count in the event of a tie so that comparison of the team’s ranks will continue until one team out scores the other. At such time, the difference will count as the margin of victory.
Feb. 12, 2000
  • The Tight End position was eliminated as a separate position designation. League teams may now start 4 players who are officially designated as either TEs or WRs. This change takes effect for the 2000 Season.
  • Proposition to eliminate the drafting of rookies before the conventional draft was defeated.
  • Creation of the Hanspard Act passed, creating the Hanspard Owner’s Compact. Said legislation provides for the creation and implementation of a preseason agreement that explains the league responsibilities and key dates, while also providing an opportunity for teams to update their personal information (Team / Stadium name, phone numbers / email addresses, etc.).
  • A single medium for transactions was adopted. Starting in ’00, Munesh Jagnandan’s cell phone will be the preferred method for accepting all transactions. Trades may still be emailed to the League Offices.
  • The size (expenditure) of the League Trophy has been increased for the 2000 (and subsequent) seasons.
  • Proposal to enhance the Tidy Bowl by adjusting the CoM amount depending on the outcome of the Tidy Bowl was defeated.
  • A Pro Bowl was adopted by the League starting in the 2000 season. The methodology for this game was disputed somewhat, so it must be codified before the start of the ’00 season.
  • A proposal to “assign” Draft timekeeping duties to a non-league member, to enable uncluttered drafting by the President, as well as to speed up the affair, was pushed as untenable.

  1. Las Vegas Degenerates (M. Consani) join Strokers in place of Cocktails (7-0-0).
  2. NJ Swamp Ravens (R. Medrano) join Bushwackers as an expansion team (8-0-0).
  3. La. Lobsters (M. Fortin) join Strokers as expansion team (4.5-3.5-0).
  4. Former Lobster team renamed “Yukon Ocelots” (E. Fortin) (6-1-1).
  5. Brazil Jaguars renamed “Wakefield Jaguars” (M. Jagnandan) (5.5-1.5-1).

 

League Positions were decided as follows:

  1. Bushwacker Conference Scorer: Marc Sailor (all lineups to Marc, Seth, and your opponent please).
  2. Stroker Conference Scorer: Asberto Alvero (all lineups to Bert, Seth, and your opponent please).
  3. Transaction Man: Munesh Jagnandan (all transactions to Munesh’s cell phone please – number disseminated by email and Hanspard Compact only).
  • Holdover and Drafting Procedure were set for the expansion year.
  • Draft Date set at August 26 at 2 pm.
  • Tie Break Resolution amended slightly. For ties involving more than 2 teams, the resolution order will be run multiple times to eliminate teams.
  • The Schedule: was decided (8-0-1)
  • Roster Size for the year was set at 15 players (8-0-2).
  • SDFFL during the week between the Tidy Bowl and the start of the NFL playoffs, the conferences will submit to their scorers a starting lineup (1 QB, 4 WR/TE, 2 RB, 1 K, 1 DEF) composed of the players they feel will best represent them. These players will be scored throughout the playoffs until the conclusion of the Super Bowl. At that time, a winner will be determined by the highest score. Winning conference members will receive a medal to commemorate the achievement. (10-1-0).
  • The ’98 Championship dinner for the Brazil Jaguars was finally set.

  • Anti-Playoff Modification: “Anti-Playoffs – To keep interest into the end of the season and to establish the first 4 picks in the following year’s Draft, ChampionshiT, and Butt Bowl will take place in Weeks 15 and 16 of the SDFFL schedule. The lowest 2 placed teams in each Conference will participate in a tournament where the idea is to eliminate their team from the competition by winning. Week 16, the bottom 2 teams in each conference will play in the ChampionshiT Game, with the winners advancing to the Week 16 Draft Decider. The Winner of that Week 16 contest gets #1 pick and the loser the #2. Week Losers of the ChampionshiT Games enter the Butt Bowl in Week 16. The Winner of that game gets the #3 pick and the loser gets #4 and receive the Butt Bowl Pins in commemoration of the event.”
  • Auction Drafting for the 2002 Season was proposed but held until 2003 because multiple deals have been made for the ’02 Draft picks and none involved wanted their deals rendered useless or postponed.

  • Protest over the ’01 Stroker Championship Game Result: At the end of regulation, the Championship Game between the Wakefield Jaguars and the La. Lobsters was tied. Munesh, having submitted tiebreakers and Mindy having not, Munesh won by a field goal. Mindy Fortin disagreed with the overtime tiebreakers submitted by Munesh. In fact, Munesh was the only one to submit tiebreakers for the ’01 Postseason. The voting online to resolve the matter was 10-2 to uphold the Jaguar victory. Subsequently, the Lobster’s team spot was vacated through her resignation. Said spot still to be filled.
Mar. 9, 2002
  • Empty Team Slot: Filled by Mike Cuesta. Begins all operations immediately.
  • Internet Forms discussed: 1) as a way to submit lineups very close to game time and 2) as a way for transaction verification. Several issues were tabled until the league is able to test the forms in operation. This is set for the summer of 2002 and to be fully implemented by the first week.
  • CoM was raised to $25. Cost of Maintenance will now recoup all league costs. Residual money will be awarded to the Tidy Bowl winner (75%) and to the Tidy Bowl loser (25%).
  • Proposition to return the Overtime Provision to a set order was defeated. Teams rank their bench players to be used as a tiebreaker as was previously stated in the Charter. The Charter was corrected to clarify this operation. The web forms will hopefully alleviate the problem.
  • Expansion: Though the idea of Divisions in the Conferences appeals to most owners, the idea was soundly defeated.
  • SDFFL commits to the Auction League format. Auction Draft number one is set for August 2003.

  • Tie breaking Procedure Clarified: Proposal 2, which added a clearly defined 3 Team tie breaking procedure was adopted.  Voters present also made clear the intention to break a tie between the 3 by eliminating the top contender and then returning to the 2 Team tie break. to settle the remaining dispute. See the Charter for the details.
  • Consalvero Sports Bureau was not voted on, but wholeheartedly approved of. Mr. Consani reconfirmed his interest in the position. We look forward to the analysis and archiving of the League’s history.
  • One of the first acts of the Consalvero SB will be the Retirement of Player Jerseys at the August 2003 Draft. This was another popular item on the agenda and fervently debated too. The rules provided were thought to make the procedure too limited. It took too much of the process away from the teams. After all, teams, not the affected leagues retire jerseys.  As such, players need to be retired from the NFL for 2 years before they are eligible to be posted on a team’s website as such. Multiple teams may retire a jersey. Teams email the CSB before the Draft so that an announcement can be made. Only one player per year (per team) is eligible.
  • League Awards were adopted. Though we do not know what form they will take on the website, the Commissioner’s Cup (for the League’s best regular season record), and the “Top Scoring” Award (for the Top Scoring Regular Season Team) were endorsed. The latter award has not been officially named. Several good ideas were presented, but none stuck. Vote to be taken at a later meeting. The League MVP and the Top Rookie were also approved. Both awards will use the league scoring.
  • Pro Bowl and All Pro Team: The Pro Bowl will remain the same. An All Pro team will be a starting lineup consisting of the best performing players in the league for the season. Each team will submit a complete lineup composed of players from both conferences. The CSB will tally the votes and submit the results.
  • Auction Draft Topics decided: 
  1. Teams must fill all 15 player spots at the Draft.
  2. The Salary Cap is $750.
  3. 4 year salary, with a 1 yr minimum.
  4. For initial Draft, teams are allowed to sign 1-5 players at a $30 salary.
  5. At the end of a contract, teams can exercise a 1 year option for a 30% (or $1 whichever is greater) raise, or they can exercise a 2 year option for a 50% raise (or $2 whichever is greater). All monies are rounded up.
  6. Transaction Period has been implemented. A 48 hour period for transactions has been implemented. From 12 noon Tuesday until 12 noon Thursday, teams will bid on free agents. There is still some debate as to the exact methodology at stake here.
  7. IR – Our league now allows up to 2 players to be kept on an Injured Reserve. They must be on the NFL IR (meaning their season is over) and you still must assume their entire salary. It does free up roster spots though. Regular injuries can be taken care of following the Sliding Scale for Cut Players.
  8. Any owner at the Draft who passes on a bid is excluded from further bidding on the player.
  9. Sliding Scale for Cut Players was established. Players cut by SDFFL teams before the end of their contracts, will follow the following scale:
Mar. 13, 2004
  • April 30th of any given year is the official season termination. Cuts and Trades made between the end of the NFL Super Bowl and this date count against the current season’s cap. There is to be NO free agency during this period. As of the SDFFL “New Year” (1 May), the new salary cap is in effect. Voted for 8-0.
  • The Free Agent Signing Day will be a week before the Draft. Owners decide what free agents to let go and what players get options exercised.

Auction Draft Amendments:

  • Players on 1 year contracts may be cut without the SDFFL team suffering a further penalty on the logic that they have already been paid all that is due them.
  • The Terminated Player Penalty Schedule was amended as follows:
  • The Auction Procedure was restructured. The Auction Draft will now only use money for bidding purposes until a showdown results, that is, only 2 owners are still involved in the bidding. At that time, the auction will revert to the model we used last year. Money will win if years be equal and longer contracts will count higher than shorter ones. 
  • The Continuation Rule: Offensive players maintain their “offensive” status despite changes of possession. In a case where the offense loses the ball and the defense relinquishes it back to the offense, any scoring will count towards the players total.
  • Inactive List or IL: Though most players placed here will qualify by being on the NFL IR (meaning their season is over), there are now 2 other clauses for inclusion on the IL.
  • Keyshaun Klause: IF the NFL or team states that a player will not play for the remainder of the season, he is eligible for the IL. This would, most likely, be for disciplinary reasons and it cannot be career ending (see IL A.2). This player would then be treated like a normal injury for cap purposes. Unlike an injury though, if this clause is exercised, the SDFFL team may not start him if he should play that year.
  • Rae Carruth Clause: If a player has his NFL contract voided and will not play in the NFL again due to legal action (as in the case of the Rae Carruth Murder Trial) the SDFFL reserves the right to void that contract and the team doing so pays no penalty for the player’s release.
  • Martay Jenkins Clause was ratified: Players drafted in the SDFFL prior to the finalization of the NFL rosters and not on an NFL roster by the deadline for the first weekly lineup submission in the SDFFL may have their contract voided without penalty. The SDFFL team would receive their salary money back  and gain a roster spot, but must wait until the first transaction period to fill the vacancy.

  • Amendment to Drafting Section C&E of Charter: Rosters frozen from the announcement of free agent signings (week before the Draft until the opening of the first week’s transactions. Therefore there are no transactions (other than trades) at the Draft. Also, when a team has 15 players on its roster, their Draft is complete. Those assembled voted (12-0) in favor. 
  • Rosie O’ Donnell Clause: Teams must carry a defense on their roster at all times, though owners need not take into account bye weeks. If you do not field a complete lineup at any time, you are subject to forfeit until the problem is rectified. Both were rectified 12-0.
  • The Inactive List (IL) was modified. Playoff teams may use the IL for regular injuries should they have space. Players placed on IL may not be used for the remainder of the Playoffs should they recover and resume NFL service. Players already on the NFL IR may not be acquired and then added to the SDFFL IL. 12-0.
  • Drafting A and Trading B, C were clarified.
  • A final Playoff Tiebreak was added as follows: “Should these lineups be tied at the end of this comparison, a coin flip will be conducted by the President and at least one witness. The flip will determine the winner.”
  • A Waiver Wire was added to the current Blind Bidding that Fanball.com operates. Should a team get outbid for players and be left short, they may use Friday as a Waiver Wire day. Requests for players are filled in reverse standing order. The idea of implementing a salary scale for the first round of the Draft was rejected in favor of letting the free market hold court.
  • Any online chat session preceding a binding online vote must have one week’s prior notice4. Online chat sessions must still have 66% of owners stop by and have their voices heard.
  • The percentages for contract extensions were modified to 20% for a 1 year deal and 35% for a 2 year deal. Players with their contracts extended must have a minimum salary of $15.

  • Amend to Scoring E of the Charter: When an NFL team returns a field goal that has fallen short and it results in a TD, points will be assigned to the Defensive Mimic making the return. Amended through Fanball.com webpoll (9 votes – passes with 88.1%).

  • Adoption of the PUP Provision: The Jaguars noticed a problem with the NFL’s use of the Physically Unable to Perform Listr. He motioned for the League to modify our IL such that a PUP player (who is designated as such before the season starts) can be held in our IL spots, with several provisions. It means the full salary of the player will be covered by the team. Said player can be removed from the list and added back to the starting lineup, which allows other injured players to use said IL spot. Online ratification pending.

  • Defensive Minimum Salary Exemption: League decided Defenses should not be subject to the League minimum salary of $15. Defenses can have their contracts extended for less, but are still subject to the 1 yr and 2 yr extension percentages. (10-3).
  • August 1 Noon: Official Date for Fiscal Year to end changed. Please reference Charter, Non Seasonal Tasks, B League Calendar. (13-0).
  • Restricted Free Agent Tag: At the expiry of any SDFFL player contract (whether options are available or not) a single player may be tagged a Restricted Free Agent (RFA). When said player is nominated at the Draft, the tagging owner is ineligible to bid. The remainder of the owners bid on the services of the RFA. When a final amount has been reached, the tagging owner may exceed the winning bid by a dollar and sign the player or release him to the winning bidder. This procedure is annual and infinite provided that the team can afford the signing.

  • Pro Bowl Discontinued: By way of MyFantasyLeague poll, the Pro Bowl Resolution passed 6-4. (Non Voting members are assumed to have abstained). The Pro Bowl was discontinued due to declining owner participation.

  • IL A 2.1 “Peterson Provision”: A modification of the Keyshaun Klause, as necessitated by the ’14 Peterson Child Abuse case. Players placed on NFL Commissioner’s Exemption List that will not play for an undetermined period during the season, are eligible for the IL. Placement on IL does not give cap relief and the full salary of the player remains in effect. Upon returning to NFL duty, the player may be removed from the IL and resume play.

  • Motion to modify the Playoffs: Proposal was to modify the Playoffs from 2016 onward from the current form to one where the top 4 in each Conference would make the Playoffs. Week 14’s games would consist of #1 v #4 and #2 v #3, with the remainder of the Playoff schedule remaining the same. Proposal was struck down 6-5.
  • Expansion: Pending approval of compensation for current teams and lineup size / constitution adjustments, 2 teams and the establishment of Divisions were approved 9-3.

  • Transaction Period Extended: The League voted to have waivers last from Thursday at noon until Tuesday at 9 pm. Player locks will be removed to facilitate this. Any teams still without a starting lineup because of being outbid is allowed to petition the League Office to fill the roster spot.
  • Team Added: League accepted Giovanni LaVecchia as the first 2nd generation player. No vote was held, but his team (named later) was added to bring the number back to 12 teams.
  • Team Moved: After asking Stroker teams for volunteers to move to the Bushwacker Conference, the Outlaws, Riptide, and Adders stepped forward. By roll at Random.org, the Strokers were moved to the Bushwacker Conference.
  • Playoffs Modified: It was reasoned that, with less teams, the number of Playoff teams should reduce. By vote of 8-2, the motion passed. 4 teams will now make the Playoffs. The season will last 16 weeks in order to minimize the disruption we often experience with the NFL resting players etc.

  • League IL  Expanded: The League voted to have the IL expanded to 5 players. 2 player slots are for regular injuries. The remaining 3 are ONLY for COVID holdouts or sickness. Players improperly added will be removed. This expansion will be examined in 2021 and rescinded when possible
  • COVID Player Holdovers: It was determined that a player choosing not to participate in the NFL season could be heldover on an SDFFL roster during the preseason declaration period. This modification will be examined in 2021 and rescinded when possible.

  • League IL Extended: The League voted to have the IL Expansion from ’20 extended for another year. The Extension will be re examined in August of ’22 at the Draft (11-0). 
  • 5 Min Lineup Adjustment: In a simple software adjustment, MFL allows our teams to choose an NFL player for a lineup up to 5 minutes before THAT player’s game starts. This feature was chosen as soon as it was available, but ratified at the Draft of ’21 (11-0).
  • Hard Salary Cap Violation: The following will apply to an SDFFL team unable to reinstate an IL player when they return to NFL duty. This would be because they miscalculated the amount of money needed to resign the player and made weekly roster transactions. Any team violating the cap in this way must cut the violating player immediately and reinstate the formerly injured player assuming credited half of their salary. A penalty will be assigned to the team’s cap in the subsequent year. The penalty consists of any penalty to the cut player and the amount that the salary violated the cap in the first place (11-10).
