Ownership

A. Season Ownership

Ownership is granted in yearly terms that are renewable at annual Off Season Owner’s Meetings (OSOMs).
  1. Expansion Ownership Ownership will be granted to petitioning individuals, after a majority vote ratification at an OSOM.
  2. Cost of Maintenance (CoM) Fee Season Ownership is contingent upon the ability of the Owner to meet the CoM fee on time and in full. Although specific deadlines vary, the fee is $25 per annum. The fee goes towards the Toilet Duck Memorial Trophy (engraving or purchase), Victor Mendoza Championship Trophy, web hosting costs, MyFantasyLeague.com membership and other costs that may arise during the year. Any CoM not paid by the first lineup submission deadline of the season will result in a forfeit by the violator. Such penalty continues until the fee is paid. Teams in “Bankrupt Status” will not be allowed to make transactions of any kind. Monies remaining after all league debts have been satisfied are to be given to the Tidy Bowl winner.
  3. The Hanspard Owner’s Compact was officially instated in 2000 as a means to define the seasonal duties of the ownership for all teams and a concise reminder of the key seasonal dates. In addition, it allows any team changes (name, contact info etc.) to be submitted for distribution. It has not been implemented in some time.

B. Duties of Ownership

Includes the researching and drafting of players, weekly lineup submission, and attendance at league meetings, where possible.
  1. Franchise Foundation: Establishment of Team Nickname, Stadium Name, Stadium Location, and Capacity takes place in the Hanspard Owner’s Compact.
  2. Owners are responsible for staying abreast of injury reports and scoring. League officials are not responsible for lapses in information or team record keeping.

C. Rights of Ownership

  • Gms count as .5 a vote and Owners constitute the other .5.
  • The ability to call a meeting.
  • The right to set or modify an agenda’s topic list.
  1. League Meeting – Defined as a meeting w/ at least 66% of owners present Currently at 7. Proxy, and Absentee votes count as an individual “1” vote. In addition, League meetings must be written up in a minutes format.
  2. Online League Meeting – Done through MyFantasyLeague.com’s chat area. Online chat, if deemed necessary, to be preceded by one week’s notice to all owners. The votes will be cast in Poll form on the same site. As long as 66% of the owners the vote in the poll it is considered binding.
  3. Proxy Rule – Owners absent at meetings can assign a proxy to vote in their place. Only one proxy vote can be assigned to an owner. Owners with a proxy vote at their discretion on issues of importance. Used for face to face meetings only.
  4. Absentee Ballots – Owners absent from meetings can ask the League President to vote in their place. The vote must be carried out in the manner that the absent owner directs. Used for face to face meetings only.
  5. General Manager Duties – Subject to Owner discretion.

D. Team Recognition

  • Teams have 1Vote on any given issue, whether online, or at a face to face meeting.
  • Gms count as .5 a vote and Owners constitute the other .5.
  • The ability to call a meeting.
  • The right to set or modify an agenda’s topic list.
  1. The championship game between the conferences is called the Tidy Bowl. The plaque holding the names of the Tidy Bowl Champions is called the Toilet Duck Memorial Trophy (detail left). In addition, the winner of the Tidy Bowl also receives the Victor Mendoza Trophy to be kept at their league office and the balance of the CoM after the Treasurer has settled all league expenses. Possession of the Toilet Duck Memorial Trophy lasts for a year until the new champion is decided.
  2. The Derrick Gainer Heismann Penis Award began in 1996. A Head of the Heismann Penis Commission is elected and is in charge of electing the Heismann Penis. The “winner” is the individual, voted by fellow owners, who has displayed a egregious  paucity of critical thinking. This might be a transaction, draft pick, trade, or starter decision/omission. The Head of the Penis will be responsible for the collection and examination of all the Heismann Penis submissions.
  3. Retired Players
    1. Prior to the season, the CSB will notify the league of all eligible retired players.
    2. Teams may notify the Consalvero Sports Bureau of their intent to retire players that have served on their teams at the Draft. These players would have earned such distinction if they were considered a significant part of the team history, though the definition of “significance” is purely up to the owner’s discretion.
    3. One Player per team (per year) is eligible.
    4. Said player must be retired from the NFL for 2 years consecutively.
  4. Commissioner’s Cup for the League’s Best Regular Season Record.
  5. “Top Scoring” Award for the Top Scoring Regular Season Team.
  6. SDFFL League MVP The CSB keeps a running tally of the Top 5 scoring players at each position in the SDFFL (QB-WR/TE, RB, K), and these 20 players are eligible for the League MVP vote. 7. SDFFL Top Rookie The CSB keeps a running tally of the Top 5 scoring non-kicking rookies and the Top 2 scoring rookie kickers in the SDFFL, and these 7 players will be eligible for the Top Rookie vote. All SDFFL teams should rank 3 players from the list and votes would be counted at 3-2-1. Votes should be cast after the final week of the SDFFL regular season and before the SDFFL playoffs.
  8. The All Pro Team consists of a starting lineup consisting of the best performing players in the league for the season. Each team submits a complete lineup composed of players from both conferences. The CSB will tally the votes and submit the results.

Competitive Section

A. Player Contracts

  1. All bid in $1 increments.
  2. Hard Salary Cap Violation : The following will apply to an SDFFL team unable to reinstate an IL player when they return to NFL duty. This would be because they miscalculated the amount of money needed to resign the player and made weekly roster transactions. Any team violating the cap in this way must cut the violating player immediately and reinstate the formerly injured player assuming the credited half of their salary. A penalty will be assigned to the team’s cap in the subsequent year. The penalty consists of any penalty to cut the violating player and the amount that the salary violated the cap in the first place.
  3. Contract Extensions – At the expiration of a contract teams can exercise a 1 year option on a player for a 20% (or $1 whichever is greater) salary increase, or they can exercise a 2 year option for a 35% raise (or $2 whichever is greater). All monies are rounded up.
  4. Restricted Free Agent Tag – At the expiry of any SDFFL player contract (whether options are available or not) a single player may be tagged a Restricted Free Agent (RFA). When said player is nominated, the tagging owner is ineligible to bid. The remainder of the owners bid on the services of the RFA. When a final amount has been reached, the tagging owner may exceed the ‘winning bid’ by a dollar and sign the player or release him to the ‘winning’ bidder. This procedure is annual and infinite provided that the team can afford the signing.
  5. League Minimum Salary – Players with contracts extended are subject to a league minimum salary of $15. Players whose extension would result in a salary less than $15 are automatically assigned that value.
  6. Defensive Minimum Salary Exemption – Defenses are not subject to the salary minimum as other players are. They may be granted 1 Yr or 2 Yr extensions and fall below $15.

B. Waiver Period

All League participants should familiarize themselves with the transaction procedure at MyFantasyLeague.com, as it can be very confusing and is often the subject of debate and protest.

From 12 noon Tuesday until Noon Thurs teams bid on free agents at MyFantasyLeague.com. All owners should provide ample transactions during the bidding process to make sure all available slots are filled or all desired players are processed. Failure to do so results in no player signings being awarded for the week.

C. Inactive List

The SDFFL allows up to 2 players to be kept on the Inactive List (IL).
  • They must be on the NFL IR and…
  • The SDFFL team still must assume 50% of their salary and…
  • Players already on the NFL IR may not be acquired and then added to the SDFFL IL.
  1. Playoff Team Use – The IL may be used for any non IR NFL injury should the SDFFL playoff team have space. Players placed on IL may not be used for the remainder of the playoffs should they recover and resume NFL service. Players already on the NFL IR may not be acquired and then added to the SDFFL IL.
  2. Keyshawn Klause – If the NFL or team states that a player will not play for the remainder of the season, he is eligible for the IL. This would, most likely, be for disciplinary reasons and it cannnot be career ending. This player would then be treated like a normal “injury” for cap purposes. Unlike an injury though, if this clause is exercised, the SDFFL team may not start him if he should play that year.
    1. Peterson Provision – A modification of Keyshawn Klause, as nescessitated by the ’14 Peterson Child Abuse case. Players placed on NFL Commissioner’s Exemption List, that will not play for an undetermined period dufing the season, are eligible for the IL. Placement on IL DOES NOT give cap relief and the full salary of the player remains in effect. Upon returning to NFL duty, the player may be removed from the IL and resume play.
  3. Rae Carruth Clause – If a player has his NFL contract voided and will not play in the NFL again due to legal action (as in the case of the Carruth Murder Trial) the SDFFL reserves the right to void that contract and the team doing so pays no penalty for the player’s release.
  4. PUP Provision – The Physically Unable to Perform List (PUP) is a modification to our IL such that a PUP player (who is designated by an NFL team before the season starts) can be held in our IL spots, with several provisions. The full salary of the player must be covered by the team (in contrast to 50% for a normal IL player). Said players can be removed from the list and added back to the starting lineup, which allows other injured players to use said IL spot.

D. Sliding Scale to Cut Players

With the following amounts of time remaining in the player’s contract the team will assume an additional penalty during the fiscal year…

4 yrs remain … 100%

4 yrs remain … 66%

4 yrs remain … 33%

4 yrs remain … 0%

  1. Example of Use –  A player with a 4 year contract worth $10 may be cut at any time during the year for an additional $10 penalty against the teams salary cap. If the team was currently at $130 on the salary cap, cutting this player would bring them to $120. All penalty fractions are rounded to the nearest dollar.
  2. Once contracts rollover to a new season, players follow the cut schedule of the remaining years as if they were signed to a contract of that length. Eg: A player originally signed to a 4 year deal in year 2003 would incur a 66% additional cap hit if cut in 2004.

E. Team Composition

  1. SDFFL franchises consist of 15 players. Any positions can be held in any amount, provided that the following starting roster is present: QB, 4 WR/TE (any combination), 2 RB, K, DEF Mimic.
  2. Rosie O’ Donnell Clause – A team defense must be held at all times. The DM’s bye week need not be accounted for in order to maintain compliance. Failure to comply results in forfeiture of games until the situation is rectified.

F. Protests

    1. Protests over game results must be lodged following the game and before the next contest.
    2. Resolution of the grievance requires a league vote either in person or electronically.
    3. Late protests are ignored.

G. Lineups

  1. Starting Lineups include 1QB, K, 4 WRs / TEs, 2 RBs and a Defensive Mimic (an entire NFL defensive unit).
  2. Weekly Lineup Submissions are subject to MyFantasyLeague.com rules. Currently, players may be chosen 5 min prior to game start, with early game of the week and sunday players having different lineup deadlines to allow greater injury management and flexibility.
  3. Playoff Lineup Transactions are only for injury and bye purposes. The position of the player acquired must correspond to the position of the player with the inury or bye. Said players are cut at the end of the year and are ineligible for resigning.
  4. Playoff Team Use of the IL – See Competitive C1.
  5. Lineup Lapses are failures to report a starting lineup before the designated time. The result being that the previous week’s lineup starts again. Late lineups can be accepted with the approval of the opponent of the guilty club.
  6. Glutton Rule – Rosters may be overloaded (Eg. A 2 for 1 trade that leaves a recipient with too many players for roster limitations) if by the next lineup deadline, the correct number are present. If the rosters are overloaded at the deadline, the last player named in the trade is dropped.
  7. Freeze on Dropped Players – This freeze exists from the time the player is dropped to the following Tuesday at 12 noon, when the transaction week begins.

H. Trading

  1. Trading between teams is unlimited in number and frequency.
  2. Trading of future salary cap space for current players is allowed.
  3. Trades must be submitted through MyFantasyLeague.com or an email to the President and a scorer to verify intent.
  4. Teams Mathematically Eliminated may not acquire players through trades, but may obtain players for injury purposes and byes. The position of the player acquired must correspond to the position of the player with the inury or bye. In additon, players dropped are ineligible for acquisition by other franchises.
  5. Trading is allowed on Draft Day.

I. Scoring

  1. Players throwing touchdown passes receive 3 points. Passing TDs over 50 yards are worth 6 points.
  2. Players receiving touchdown passes receive 3 points.Receiving TDs over 50 yards are worth 6 points.
  3. Rushing TDs are worth 6 pts.Rushing TDs over 50 yards are worth 12 pts. Field Goals are worth 3 pts. Field Goals over 50 yards are worth 6 points. Extra points are worth 1 pt. 2-pt. conversion: Split between the passing and receiving player in the event of a pass. The 2 pts. go to any player rushing it in. Returned missed field goals and blocked punts count as defensive scores.
  4. Intercepted passes, kick returns, blocked kicks, and fumble recoveries that result in a TD are worth 6 pts.
    1. Intercepted passes, kick returns, blocked kicks, and fumble recoveries over 50 yards that result in a TD are worth 12 pts.
    2. Offensive Exclusivity (Deion Sanders Rule) Players functioning in an Offensive and Defensive capacity only count points that they score offensively. Defensive points scored by the player count towards the DM. (Deion scoring an interception return does not count for his personal total, but the SF DM.)
    3. When a NFL team returns a field goal that has fallen short and it results in a TD points will be assigned to the Defensive Mimic making the return.
    4. Continuation Rule – Offensive players maintain their “offensive” status despite changes of possession. In a case where the offense loses the ball and the defense relinquishes it back to the offense any scoring will count towards the offensive player’s total.
  5. Safeties are worth 2pts. to the DM. Safeties over 50 yards are worth 4 pts.
  6. Overtime Provision is only used for Playoff Games in the event of a tie.
    1. Playoff Tiebreak Resolution – Tiebreak is used for Playoff games only. Playoff rosters must be submitted with a ranking of all bench players in order of importance. When tied after compiling the scores, each teams bench players will again be examined by rank. Comparison will continue until one teams ranking player outscores its opponent’s ranking player. At such time, the difference will count as the margin of victory.
    2. Should these lineups be tied at the end of this comparison, a coin flip will be conducted by the President and at least one witness. The flip will determine the winner.

E. Drafting Procedure

  1. Drafting takes place in an open auction format. All teams begin the auction with a salary capped budget of $750. A teams true budget allowance at the Draft may be calculated by taking $750 and subtracting the $ amount for players under contract and adding $ for any trade enhancements that have taken place.
  2. Rosters are frozen with the announcement of Free Agent signings. As such, no transactions, besides trades, may occur at the Draft. Rosters are open to regular transactions following the completion of Week 1 games.
  3. Assembled teams draft to fill their 15 player roster. Should a team already have 15 players (with at least one complete starting lineup present) they may opt not to attend the draft.
  4. Owners offer players for consideration for bidding in the order determined by the previous season’s finishing order. Any player called is assumed to be given (at minimum) 1 year $1 contract.
    1. Following the bid nomination, teams make increased dollar figure offers to the player in an open format. The League President, or a nominated Draft Caller, usually runs the bidding and awards the player to the highest bidder, after making sure there is no more action.
    2. The winning owner must declare a length of contract upon bid completion (1-4 years).
  5. Should a team already have 15 players (with at least one complete starting lineup present) they are no longer eligible to nominate players or draft.
  6. Positions of players may be picked at any time according to the philosophy/ strategy of the owners. Nominations are not designated by position. (Eg. Rnd 1- QBs, Rnd 2- RBs, etc.)
    1. Position Definition Amendment Affectionately known as the “Kordell Affair.” A Player is eligible to be drafted at any position, so long as the SDFFL team has at least 2 publications that list him as such. This rule is used ONLY as a Draft aid. It is understood that the nature of the Pre-season is turbulent and the most concrete way to judge such an issue is to use the Draft literature that is available.
    2. When lineups are due in the first week, the players must conform to the position designations given on the official team web site. A player can be played in any position determined by the team site. In the event that there is no team site, the default official site is that of the National Football League
  7. Martay Jenkins Draft Clause Players drafted in the SDFFL Draft prior to the finalization of the NFL rosters and not on an NFL roster by the deadline for the first weekly lineup submission in the SDFFL may have their contract voided without penalty. The SDFFL team would receive their salary money back and gain a roster spot, but must wait until the first transaction period to fill the vacancy.
  8. Restricted Free Agent Players are offered for consideration first by the Draft Caller / President. Following the resolution of the last RFA contract, the first FFL team in the calling order resumes its place nominating.
